We’re excited to announce Pennrose’s first project in Texas! Located in El Paso, Pennrose will be working in partnership with the Housing Authority of the City of El Paso (HACEP) to develop Patriot Place Apartments.

We’re hearing from Noah Freiberg, Senior Developer at Pennrose, to learn more about the development and what it means for the local community.

First, can you provide a quick overview of Patriot Place Apartments?

The new buildings will include 110 units – with one-, two- and three- bedroom apartments available for low-income families and individuals. The community is located on land owned by HACEP, right near El Paso Community College’s Northeast Campus and Sue Young Park.

Why is this a prime location for a residential development?

When Pennrose designs residential communities, our goal is to deliver a superb living experience for residents. Patriot Place Apartments is conveniently located near the college campus and public park, and residents will have access to nearby stores, restaurants, offices and public transportation. The convenient location and nearby educational institutions alone are a huge benefit to young adults and families who move in. The Housing Authority has been investing in sites throughout El Paso to ensure local families and children have access to job opportunities, good schools and other resources.

What can residents expect at Patriot Place?

Aside from the activities and splash pad at Sue Young Park, the development will include ample green space. We wanted to create a sense of community and encourage residents living here to enjoy the building’s outdoor amenities and views of the Franklin Mountains. Plans for Patriot Place include walking paths and a canopied playground for the children living in the community We’re working very closely with HACEP to ensure the development is a benefit to the entire neighborhood.

In addition, residents will enjoy a number of high-quality building amenities, including an Energy Star dishwasher and refrigerator, central air conditioning/heating, ceramic tile bathroom, luxury vinyl flooring, cable/internet access, mini-blind window treatments, and stucco/stone on the exterior of the buildings.

Patriot Place is Pennrose’s first project in Texas. Why was Pennrose interested in being involved in the initiative?

We are long-term operators and truly invest in the communities where we do business. This mission is shared by the Housing Authority and is reflected in their work throughout the El Paso community. Having the chance to partner and work collaboratively with HACEP created the perfect opportunity to deliver a development that meets the local needs and becomes a community asset. 

In addition, Patriot Place is another development in the Housing Authority’s successful Rental Assistance Demonstration (RAD) revitalization efforts in the region. Pennrose has in-depth experience with RAD projects and has executed nearly 30 throughout the country.
