A transformative new chapter in affordable housing is coming soon to the City of Newburgh. The Bourne & Kenney Apartments redevelopment will preserve and revitalize 205 much-needed affordable homes, ensuring long-term stability for residents while reinvesting in two historic communities along the Hudson River. With a mix of studio to four-bedroom apartments, the project is designed to serve families, seniors, and individuals earning up to 60% of the Area Median Income—helping address one of the region’s most urgent housing needs.
Led by Contour Housing Partners in collaboration with the Newburgh Housing Authority, this initiative represents a comprehensive effort to modernize aging infrastructure while maintaining affordability. Both the Bourne tower and the Kenney garden-style community will undergo significant upgrades, including new building systems, enhanced safety and security features, renovated interiors, and improved community spaces. These improvements will not only elevate residents’ quality of life, but also preserve these properties as vital housing resources for decades to come.
Beyond physical renovations, the project is rooted in community impact. Residents will benefit from enhanced on-site amenities, access to supportive services, and improved connectivity to transit, parks, and the Newburgh waterfront. Sustainability is also central to the vision, with energy-efficient systems and environmentally responsible design helping reduce costs and support New York State’s climate goals.
