The Lift and Rise on Jefferson represents phase I & II of a large-scale neighborhood revitalization initiative under the Newport News’ adopted Marshall Ridley Choice Neighborhoods Initiative (CNI) plan. In May 2019,  the city of Newport News and the Newport News Redevelopment and Housing Authority received an award of U.S. Department of Housing and Urban Development Choice Neighborhoods Initiative funding to invest in the implementation of this plan.

 

The Lift and Rise On Jefferson (Phase I & II) involves two newly constructed, four-story, elevatored building.. These two buildings will contain a mix of 81 one- two- and three-bedroom apartments. The development will also house a management office, an open air terrace, community room, outdoor recreation areas, and a commercial space.

 

The development seeks to create an active and vibrant gateway to the Marshall Ridley neighborhood in Newport News and is designed to achieve Enterprise Green Communities, Zero Energy Ready and Energy-Star certification, including energy saving electrical fixtures and water-saving faucets, showerheads and commodes to reduce water usage. Apartments will come with fully equipped kitchens and in-unit washer and dryer hook-ups. Parking for the property consists of off-street surface parking lots.
