Pennrose and Partners Break Ground on Final Phase of Glenarden Hills Redevelopment, Delivering 73 For-Sale Townhomes to Prince George's County

Homeownership phase caps a decade-long transformation that replaced 578 units of distressed housing with a vibrant mixed-income neighborhood

Pennrose, the Redevelopment Authority of Prince George's County, B&W Solutions Inc., and SHABACH! Ministries, Inc. recently celebrated the groundbreaking of Glenarden Hills Phase IV, the final chapter of the comprehensive, multi-phased Glenarden Hills Redevelopment. Site work is expected to be completed December, with construction of the new homes beginning September on the 73-lot for-sale townhome community is expected to be completed by the end of 2027.

Benjamin, Esq, Deputy Chief Administration Officer of Economic Development, Prince George’s County; Perry Paylor, Executive Director, Redevelopment Authority of Prince George’s County; and State Delegate Andrea F. Harrison, District 24, Prince George’s County. 

Phase IV marks the culmination of a 12-year effort to replace the former Glenarden Apartments, a 578-unit distressed complex demolished by the Redevelopment Authority of Prince George's County in 2014. In its place, the public-private partnership has built a 424-unit, 27-acre mixed-income neighborhood delivering affordable, workforce, and market-rate rental housing alongside for-sale homeownership opportunities for seniors and families. Of the 73 Phase IV townhomes, 20 will be priced affordable to buyers earning up to 120% of the Area Median Income (AMI).

We're grateful to our state and local partners, whose sustained support made this transformation possible, and proud to close out this chapter with homes that families can own and build equity in for generations to come," said Patrick Stewart, regional vice president at Pennrose.

The Glenarden Hills Redevelopment has unfolded in phases. Phase I delivered 114 mixed-income rental apartments for families and seniors, along with a 5,900 SF community clubhouse. Phase II added 55 affordable senior units in 2021. Phase III, completed in 2024, delivered 158 additional mixed-income family rental apartments, along with new community amenities including a splash pad and sports court. The first homeownership phase, Phase 1A, delivered 24 for-sale townhomes, all of which have been completed and sold to private owners.

The project will be primarily funded through lot sale proceeds when the finished lots are sold to the homebuilder, NVR. Additionally, the Redevelopment Authority is contributing both a significant loan and grant to the project to facilitate the infrastructure work and lot construction.

Pennrose is committed to developing high-quality, transformative affordable housing throughout Maryland and the Mid-Atlantic region. Pennrose recently celebrated the grand opening of Doverbrook Apartments, a 64-unit mixed-income community in Easton, Maryland, developed in partnership with the Housing Commission of Talbot.
