Atlanta Beltline, Pennrose and Radiant Development Partners Break Ground on Overlook at Garson
Development will bring 130 affordable homes and 10,000 square feet of community-serving commercial space to the Lindbergh neighborhood along Beltline's Northeast Trail
The Atlanta Beltline, Pennrose, Radiant Development Partners and project partners broke ground today on Overlook at Garson, a 130-unit, 100% affordable, mixed-use community. The development is located along the Beltline's Northeast Trail in Atlanta's Lindbergh neighborhood, near the Lindbergh MARTA Station in Buckhead. It will deliver -workforce and low-income housing alongside 10,000 square feet of affordable commercial space, on land the Beltline strategically acquired five years ago to control long-term affordability along the trail as part of its master planning framework. Construction is expected to be completed in 2028.
“Years ago, the Beltline acquired this property because we saw what it could become. We envisioned a neighborhood that was safe, healthy and connected,” said City of Atlanta Mayor Andre Dickens, who also serves on the Atlanta Beltline, Inc board. “This time, we had the foresight to build affordable housing before we built the trail: 130 affordable homes, 130 families who will call the Lindbergh Community home. Today's groundbreaking reflects the kind of partnership it takes to deliver affordable housing at the scale our city needs.”
The Beltline purchased the site from Wells Fargo, laying the groundwork for more affordable housing in a rapidly changing area, on MARTA rail. This acquisition reflects the Beltline’s proactive land acquisition strategy to enable long-term affordability in both housing and commercial spaces. To date, the Beltline's land holdings total 94 acres.

Situated near the intersection of Garson Drive and Piedmont Road, the site is adjacent to the future Atlanta Beltline Northeast Trail and connector trails, with quick access to the growing regional trail network including PATH400, South Fork Confluence Trail and the Peachtree Creek Greenway.

"Breaking ground on Overlook at Garson is a proud milestone for our team, project partners, and for the Lindbergh community," said Will Eckstein, Regional Vice President at Pennrose. "This development is about more than housing. It is about ensuring that the growth and opportunity along the Beltline remains accessible to the residents and entrepreneurs who have long called this neighborhood home."
All 130 apartments, a mix of efficiency, one-, and two-bedroom homes, are Low-Income Housing Tax Credits (LIHTC) units serving a mix of households at 50%, 60%, and 80% of the Area Median Income (AMI). The single building features five residential stories over a podium, with a raised amenity deck and two stepped-down levels for structured parking and commercial space. The commercial component prioritizes affordability by offering subdivided storefronts for local entrepreneurs and a larger food and beverage tenant with direct Beltline access.

The Overlook at Garson development is financed through a combination of sources, including Bank of America, N.A., Advantage Capital, Atlanta Housing, Atlanta Beltline, Inc., Invest Atlanta, the Community Foundation for Greater Atlanta and Merchants Capital.The development is a public-private partnership with Atlanta Beltline, Inc., Invest Atlanta, Atlanta Housing and Georgia's Department of Community Affairs. Pennrose and Radiant are joined by a highly experienced project team including Smith Dalia Architects, McShane Construction and Thompson Ehle Company.
With a regional headquarters in Atlanta, Pennrose is experienced in developing high-quality, affordable housing throughout Georgia and the Southeast region. Pennrose is also developing the Herndon Square master plan alongside Atlanta Housing, the City of Atlanta, Hunt Companies and Oakwood Development Group. Once complete, the comprehensive revitalization will deliver 379 multifamily units, a 97-unit senior building, 32 townhomes and commercial space in the heart of downtown Atlanta.
