Pennrose and the Troy Housing Authority (THA) have completed the first phase of the Taylor Apartments revitalization—transforming a once aging public housing development into a vibrant new community along Troy’s scenic riverfront, just south of the historic downtown.
This modern redevelopment features a brand-new, 7-story building with 141 thoughtfully designed apartment homes, including 46 one-bedroom units, 87 two-bedroom units, and 8 three-bedroom units.
Residents enjoy a variety of on-site amenities, including free Wi-Fi, a fitness center, a community room, and retail space on the ground floor—bringing added convenience and vibrancy to the neighborhood.
Every apartment in this new community is fully supported by Project-Based Vouchers (PBVs) issued by THA. Twenty-eight units are leased at RAD (Rental Assistance Demonstration) rates, while 113 units are leased at full PBV rents, set at 110% of the Fair Market Rent.
This redevelopment marks a major milestone in creating high-quality, affordable housing while preserving community roots and enhancing quality of life.
