Vice President of Operations
As Vice President of Operations, Barry Weaver is responsible for property oversight in Connecticut, Eastern Pennsylvania, and New Jersey. Barry has over 25 years of leadership experience in multifamily property management including oversight of a national portfolio of more than 12,000 units. He has extensive experience managing market rate communities and affordable housing programs including LIHTC, HUD 202, Section 8, Bond, HOME, Hope VI, ACC, Housing Choice Voucher, Congregate Care, and RAD.
Prior to joining Pennrose in 2017, Barry served as President of Property Management for Columbia Residential in Atlanta, where he was responsible for leadership of Columbia Residential Property Management, Inc. (CRPM) including operations, finance, compliance, resident services, capital projects, information technology, and security. Prior to that, he held executive positions with Westlake Housing, LP and Volunteers of America. During his tenure with Volunteers of America, Barry managed the recovery of 1,000 apartments in New Orleans devastated by Hurricane Katrina.
Barry is a Certified Property Manager (CPM®); a LEED Accredited Professional (LEED AP®); a National Affordable Housing Management Professional – Executive (NAHP-e); a Specialist in Housing Credit Management (SHCM); and holds the Credential for Green Property Management (CGPM). He is the author of Green Housing Management, A Practical Guide to Green Real Estate Management published by the National Affordable Housing Management Association (NAHMA).
Barry earned a Master of Public Administration from the University of Colorado, and a Bachelor in Sociology and Bachelor in Social Welfare from Humboldt State University. He attended graduate school at the University of Notre Dame and studied Social Psychology at the University of Uppsala.
