The Challenge

Founded in 1992, the Hunterdon County Housing Corporation's (HCHC) mission was to provide safe, affordable, accessible, quality housing and other services to low-and moderate-income families within Hunterdon County, New Jersey.   When the Freeholders of Hunterdon County decided in 1999 to sell an abandoned Department of Public Works property at the corner of Church and Broad Streets, HCHC selected Pennrose through a competitive RFP process to be their developer.   In 2002, they signed a ground lease with Pennrose for the site's transformation.   This arrangement allowed HCHC to participate in the redevelopment of the property without incurring the risks associated with renovation, redevelopment, and construction.

The Solution

Located in a mixed residential retail area, the environmentally contaminated site was a detriment to both the neighborhood's character and health.   Understanding the Flemington desire to protect the town's rural past and to plan for its future, the Pennrose Development Team created a site plan that was approved by the town planning board in April 2003.   They successfully obtained DCA and HMFA financing and LIHTC and private equity to facilitate the site's comprehensive remediation and new construction.   The three-story residence included 60 one-bedroom apartments affordable for seniors, multiple lounges, a beautiful community room, and on-site supportive services.   This residential community complemented and enhanced the Borough with an architecturally harmonious facade and a design that placed maintenance facilities and utilities out of view.   A sheltered area for outdoor gatherings and an extended patio were design elements included to create opportunities for community building.   The development was named for the late Mr. Kapp, Mayor of Flemington, whose tireless efforts were instrumental in the County's sale of the land for the project.

When dedicated in 2005, Hunterdon County and the town of Flemington celebrated that an abandoned, environmentally contaminated garage had been transformed into affordable, accessible, safe housing for its senior citizens.   A project that had lagged for nearly a decade had been brought to completion by Pennrose.   The Herman E. Kapp Residences is owned, managed, and maintained by Pennrose.
