Developer Architect General Contractor Management The ChallengeWhen in 2001 The Housing Authority of the City of Hagerstown Maryland (HACH) received a HOPE VI Grant of just over $27 million, they sought to not only rehabilitate the 210-unit Westview Homes Public Housing Project but to transform the entire distressed West End of the city of Hagerstown into a revitalized community. For this ambitious endeavor, which needed to be delivered on-time and on-budget, they selected Pennrose to be their partner. The SolutionThrough Pennrose's vast knowledge and experience with mixed-finance transactions, this $90 million revitalization was undertaken with the certainty of a positive outcome. Utilizing our multi-phase development experience, the transformation of the housing project and the surrounding community became a reality. We relocated the residents of the 210-unit public housing project to facilitate its demolition. We created an entirely new infrastructure that wove together the new rental and homeownership components. To integrate the new community into the surrounding neighborhood of single-family homes we made available neighborhood beautification improvement packages. Landscaping, street lighting, and sidewalks served to provide a pedestrian-friendly environment surrounding the brand new 20,000 square foot Elgin Station Community Center. Designed to resemble an old train station, this spectacular facility celebrating the area's railroad heritage contains a gymnasium, a large commercial kitchen and cafeteria, offices, meeting spaces, computer labs, and a Head Start Program. Completed in 2006 Gateway Crossing underscores the development team's HOPE VI expertise and its ability to deliver proficiently on-time, on-budget mixed-finance projects with superlative results.
