The Challenge

As a recognized "High Performer" by The Department of Housing and Urban Development, The Allegheny County Housing Authority (ACHA)   has in its portfolio more than 3200 affordable housing units.   Within the county, in the Borough of Wilkinsburg, its seven-story Dumplin Hall property contained sixty of these. Built in 1971, the building's configuration of 36 efficiency and 24 one-bedroom units had become in three decades out-dated,   untenable, and unoccupied.   ACHA recognized that to continue to meet its mission of providing safe, desirable, affordable housing for its senior citizens, it should divest itself of the building as a catalyst for its rehabilitation.    The Pennrose Falbo partnership, having a proven track record in the industry,   was to be the catalyst for its rehabilitation.

The Solution

Working with Lami-Grubb Architects we redesigned its antiquated interior spaces to eliminate all of the low-occupancy efficiency apartments.    We created 36 one-bedroom and 12 two-bedroom apartments affordable for senior citizens.   Of these units six were handicap accessible and all were visitable to people in wheelchairs. Each apartment included fully equipped kitchens, well-designed baths, and fresh interior finishes.     While providing much needed capital improvements to the units,   we up-graded the common areas and outdoor spaces.   There is an on-site manager's office, a multi-purpose community room for resident gatherings, common laundry rooms, and a library/waiting room.   For the residents' peace of mind, the building is served by a security access system.   The University of Pittsburgh Medical Center operates an on-site wellness program.   An active social, recreational, educational, and vocational calendar of programs is provided to the residents by independent agencies.

Dumplin Hall underscores the Pennrose Falbo continued commitment to providing affordable housing in markets. It further demonstrates the value we place upon the long-term relationships that we have built with the Housing Authorities with whom we have worked.   Completed in 2006, Dumplin Hall is owned, managed and maintained by Pennrose Falbo.
