Baldwin's Run Description Multi-phase HOPE VI project including:
2003 HUD "Best in American Living" Excellence Award 2006 NAHRO Award of Excellence for Innovation in Affordable Housing Developer Architect General Contractor Management The ChallengeWestfield Acres Public Housing Project in Camden, New Jersey was a 512-unit, mid-rise government project opened in 1936. By the 1960s, it was a notorious hotbed of drug dealing, shooting sprees, gang wars, and other illegal activity. By the 1990s, poverty had overtaken it, and the blight had spread to the neighboring single-family homes. The Camden Housing Authority received in 1998 a HOPE VI grant for the demolition of Westfield Acres. When in 2000 the Authority secured a second HOPE VI grant to revitalize the site, they selected Pennrose Properties and St. Joseph Carpenter Society as the developers for the site and the surrounding community. The SolutionA bold multi-phase master plan developed with community input addressed the lack of infrastructure, neighborhood blight, and brownfield site remediation. By designing and building a mixed-income multi-generational community, which seamlessly integrated the 297 rental units with the 219 homeownership residences and a state-of-the art 74-unit affordable senior complex, the development team achieved a stable sustainable neighborhood. Its community amenities included, an inviting multi-purpose community center, an improved neighborhood park, and provision for a new school. The creative financial package that the team assembled for this $100million HOPE VI development included HOPE VI, LIHTC Equity, NJDCA Balanced, CBDG, Federal Home Loan Bank Affordable Housing Program, HOME, and New Jersey Housing, and Mortgage Finance Agency's Urban Homeownership Recovery Program funds. The Baldwin's Run HOPE VI is a stellar example of Pennrose's ability to envision and execute on-time and on-budget massive multi-phase urban revitalizations. It underscores the development team's HOPE VI expertise, ability to design and implement large-scale master-planned New Urban communities, competence in brownfield remediation, and community building strengths. Completed in phases between 2003 and 2006, Baldwin's Run is owned, managed and maintained by Pennrose.
