Jeffrey J. Allegretti has over twenty-five years of progressively responsible experience as a manager and chief executive of enterprises involved in real estate development, housing rehabilitation, building systems repair, energy conservation, and neighborhood economic development. Since 1995 he has served as President of Pennrose Service Company where he is responsible for directing a wide array of property services, including: the administration of design and construction for housing and mixed-use developments valued at more than $150 million per year, the oversight of capital improvements for a portfolio of over 150 multi-housing developments, and the direct provision of property maintenance and construction services. Mr. Allegretti also serves as the company's principal consultant for building failure forensics.
Mr. Allegretti was formerly the head of the City of Philadelphia's Home Improvement programs where he coordinated the merger of the City occupied housing rehabilitation programs with its energy conservation services, creating a single comprehensive program that served over 10,000 households each year. As part of that effort, Mr. Allegretti developed and implemented a telephone hotline and computerized work order system that expedited home repair services to the city's low-income homeowners. He also initiated the use of instrumented combustion testing and blower door and infrared diagnostics to pinpoint building failures and optimize repairs.
Mr. Allegretti held the position of General Manager for the Institute for Human Development (IHD), a North Philadelphia based non-profit corporation that trained and employed local residents in the heating, energy conservation, and home repair trades. He served as a board member of his neighborhood civic group for 18 years, was formerly the President and long-term board member of the Energy Coordinating Agency, and served as the volunteer facilities manager for his parish church for more than a decade. Mr. Allegretti is currently executive board director of the Roxborough Development Corporation, a neighborhood improvement district in Philadelphia. Mr. Allegretti holds a B.A. in political science from Temple University, and has completed advanced course work in public administration at Temple. Mr. Allegretti also holds a Master of Liberal Arts from the University of Pennsylvania, with an emphasis in comparative literature and religious studies, and is the author of a book-length study on the psychoanalytic and mystical Christian themes of self-becoming in Shakespeare's Hamlet .
